Consensus reached quickly is often just the most senior opinion with nobody left willing to argue. The disagreement has not gone; it has gone underground, and it comes back as slow delivery and quiet non-compliance.
A structured decision does not force agreement. It makes the shape of the disagreement explicit: who is weighing which criterion differently, and which assumption they are actually arguing about.
Once that is visible, most disagreements turn out to be about one assumption, not the whole decision — and that one is usually testable.
